Is it safe to resell your obsolete medical equipment?

The answer depends on the type of equipment.

Today’s electronic medical equipment is increasingly tied into communications networks and utilize integrated solid-state storage technology. This means that protected health information (PHI) is regularly being transmitted and stored. Solid-state technology is exceeding difficult to data sanitize and thus represents a very real risk of exposing PHI once the equipment leaves your possession. The only absolute method to properly destroy PHI stored on solid-state devices, is by removing the solid-state electronics, and shredding them.  This is our business.

Non electronic medical equipment can be resold without fear of HIPAA data privacy breaches but there is another issue to be considered.

Sure, you might be able to recover some resale value, but improperly refurbished or incorrectly calibrated medical equipment can represent a very real health risk to a downstream user.

The vast majority of resold medical equipment is exported to undeveloped countries that have limited access to proper technical support and/or maintenance.  The WHO considers the unregulated resale of used medical equipment to under-developed countries is a major health care risk.

The equipment enters into our secure and S/N audited disassembly process where electronic circuitry is removed and shredded. The shredded circuit boards are then sent to specialized down stream precious metal refiners.  The remaining carcasses are further disassembled and sorted into like type materials for further specialized recycling.

Documented Termination: Medical equipment manufactures are required by the FDA to maintain up-to-date tracking records on certain medical equipment.  It is in the manufactures best interest to have explanted, defective, surplus or obsolete devices permanently destroyed and recycled with UDI tracked destruction certification: The FDA CFR Title 821.25, 3, viii – Medical Device Tracking Requirements states a manufacturer must maintain the following records: “If and when applicable, the date the device was returned to the manufacturer, permanently retired from use, or otherwise permanently disposed of.”

Environmental Disposal Compliance: IEC medical device manufacturing standard 60601-1-9 requires that manufacture’s provide instructions with their device to minimize the environmental impact of the product during normal usage and must include information for the proper disposal at the end of life.
ISO 14971 deals with the influence medical devices have on the environment and the management of the associated environmental risk. Proper end of life disposal is part of the standard’s environmental sustainability objectives.
ISO 14001 includes guidance on implementing processes for managing environmental concerns throughout the medical device’s lifespan.
